Had an incident today regarding passing the ball back to the keeper. This is covered under law 12 which states.


An indirect free kick is awarded to the opposing team if a goalkeeper,
inside his own penalty area, commits any of the following four offences:
• controls the ball with his hands for more than six seconds before
releasing it from his possession
• touches the ball again with his hands after he has released it from
his possession and before it has touched another player
• touches the ball with his hands after it has been deliberately kicked
to him by a team-mate
• touches the ball with his hands after he has received it directly from
a throw-in taken by a team-mate

In addition to the laws we have decisions. Decision 3 states. Subject to the terms of Law 12, a player may pass the ball to his own goalkeeper using his head or chest or knee, etc. If however in the opinion of the referee a player uses a deliberate trick while the ball is in play in order to circumvent the Law the player is guilty of unsporting behavior. He is cautioned, shown the yellow card and an indirect free kick is awarded to the opposing team from the place where the infringement occured.

So with all this being said all Refs are taught that if the ball is deliberatly played to the keeper using any part of the body and the keeper picks up the ball then they are circumventing the rule and an indirect free kick is awarded. If however the ball is not "deliberately" played to the keeper then no foul. so when the ball bounces off a player or a player mis kicks it then no foul is called.

I have watched this a number of times throughout the seasons that my kids have been a part of RCSC.

It is widespread enough that I considered it just another one of the rules that are bent to suit the RCSC.

Like the off sides rule not being used in U8, or throw ins in the U6.

Are we talking about U-10? or U-12. There is a different skill level of Refs doing each game. John and I are trying to work on all the ref skills for the league. Maybe we can work on some development stuff for the off season. But, these are kids and as such will make mistakes. In my opinion untill we get more adult participation in the ref program and some more mentorship for these young refs we will have poor performances.
